E-Rate

AASA Action: The E-Rate program is a telecommunications program that provides schools and libraries with discounts on their telephone and internet access. In addition, high poverty schools may receive assistance in purchasing hardware needed to reach desired connectivity levels. Every school that applies will receive a form of discount on their telephone and internet connectivity bills. That level of discount is determined by a school’s free and reduced lunch count and their geography (whether they are urban or rural). E-Rate is a telecommunications program with clear educational benefits.

The Federal Communications Commission (FCC) circulated a Notice of Proposed Rulemaking (NPRM) on the entire Universal Service Fund, including the E-Rate program, in March 2005. There were many important reform initiatives raised in this NPRM, ranging from streamlining the application process by allowing multi-year applications for recurring services, and changing the timelines and management structure of the program, to altering the funding stream for E-Rate and making it a per-pupil formula. AASA provided input on these proposed regulations, and we are awaiting final decisions.
