USED Resource: New Resource From USED: Non Regulatory Guidance on Report Card Requirements

USED today shared updated online non regulatory guidance, Opportunities and Responsibilities for State and Local Report Card Requirements under the Elementary and Secondary Education Act of 1965, as Amended by the Every Student Succeeds Act.
 
The document aims to ensure that parents, families, and education partners have as much information as possible on student outcomes, learning conditions, and other data that can support continued academic recovery.  To help support these efforts, this version of the Elementary and Secondary Education Act (ESEA) report card guidance includes pertinent updates to several statutory requirements from the Every Student Succeeds Act (ESSA) and incorporates lessons learned from the Department’s monitoring and technical assistance to State educational agencies (SEAs) on these requirements.  This version of the guidance supersedes the March 28, 2019, version.
 
As part of the technical updates, USED highlights new questions on the following topics:  
  • Records Retention to clarify maintenance of at least three years of State and local report cards (see A-14);  
  • Chronic Absenteeism reporting requirements as described in the Department’s Dear Colleague Letter on ESEA Public Reporting Requirements (September 4, 2024) (see F-1a and F-16-F-20); and  
  • Educator Equity to illustrate the differences between the educator qualification reporting requirements on State and local report cards and educator equity requirements associated with the ESEA’s consolidated State plan (see G-3).
